The need for speed (cameras): Quinn thrills Emanuel, signs speed-camera law — Despite some apparent concerns, Gov. Pat Quinn on Monday signed into law one of Mayor Rahm Emanuel’s top legislative priorities: a measure allowing red-light cameras to be used to ding speeders “near schools and parks.” The measure calls for fines of $50 for those caught driving up to 10 mph over the speed limit — and $100 if they’re clocked going faster.
